Analysis of Rice Policy as an Effort to Increase National Food Security and Farmer Welfare

Abstract

This study aims to analyze the form of an effective program or policy in the availability and affordability of rice as the main staple food in order to increase food security as one of the priorities of national development and improve farmer welfare. The research method used is library research, namely research that uses written materials, such as manuscripts, books, magazines, newspapers, and other documentation, so that the data used is secondary data. Article data in this study were obtained from Google Scholar using the keywords rice policy, policy impact, rice policy analysis, implementation of rice price policy, and studies related to the research topic. Furthermore, the data obtained will be compiled, analyzed and concluded. The results of the study show that the length of the distribution chain from producers to consumers causes many unexpected additional costs and makes rice prices increasingly high and expensive. However, in reality, the high price for consumers does not make rice prices expensive in the hands of producers or farmers. In terms of achieving food security, it can be done by implementing a rice self-sufficiency policy which is a government priority in its agricultural development policy. The rice self-sufficiency policy is one of the main policies of agricultural development and is considered to have increased rice production and farmer income. However, in terms of fulfilling rice needs in Indonesia, it still faces a dilemma between efforts to meet domestic consumption needs by producing policies to increase productivity through rice import efforts, and efforts to maintain stable rice prices so that they remain affordable for all parties.
